The Columbia Southern University and CWOA partnership scholarship provides recipients the opportunity to pursue an associate, bachelor’s, or master’s degree through Columbia Southern University’s online programs. The scholarship covers up to $25,200 in tuition assistance for up to 60 semester hours or 36 consecutive months in a selected degree program, along with covered textbooks. This program represents a significant investment in the continued professional development of Coast Guard Chief Warrant Officers and members of the Association.

CWO3 Ingle currently serves at Sector Delaware Bay and has been a member of the United States Coast Guard since July 27, 2003. A member in good standing of the Chief Warrant and Warrant Officers Association, he continues to demonstrate a deep commitment to leadership, education, and service to both the Coast Guard and his community.

Already holding a Master of Science in Law from Northwestern University Pritzker School of Law with honors, CWO3 Ingle plans to pursue a Doctor of Business Administration with a concentration in Occupational Safety and Health through Columbia Southern University.

In his statement of purpose, CWO3 Ingle shared that his educational journey is deeply personal, noting that he is the first person in his family to earn a master’s degree. He expressed his passion for occupational safety and health, shaped by firsthand experience witnessing the challenges faced by maritime professionals and the need for Coast Guard leaders grounded in both expertise and empathy.

As a Marine Investigator, CWO3 Ingle explained that his goal extends beyond analyzing incidents. He seeks to identify systemic risks, advocate for stronger safety standards, and help foster a culture where the health and well-being of maritime professionals remain a priority. Through advanced education, he hopes to strengthen Coast Guard policies and practices while contributing long-term to the maritime industry as both a scholar and practitioner.

CWO3 Ingle’s record of leadership and community involvement reflects the values of the Association and the Coast Guard Chief Warrant Officer community. His accomplishments include serving as President of his local CWOA Chapter, leading a successful chapter rebranding initiative, organizing the First Annual Non-Profit Associations Golf Tournament supporting multiple Coast Guard-related organizations, volunteering with Philabundance to combat food insecurity, and serving as Lead Investigator in a Department of Justice Civil Penalty Case. He also serves on the CWOA Permanent Finance Committee.

Currently a junior at University of Houston, Luke is pursuing a dual degree program in Physics and Communications, combining a passion for science, education, and storytelling in a unique and impactful way. The son of CWO4 Alfonso Mejia, assigned to Electronic Systems Support Detachment Houston, Luke has demonstrated academic excellence, entrepreneurial leadership, and a strong commitment to making STEM education more accessible to others.


In his scholarship essay, Luke shared that his lifelong fascination with problem-solving has shaped both his academic journey and his future aspirations. Rather than pursuing a traditional research-focused career in physics, he hopes to use his education to create engaging educational content through teaching, curriculum development, and digital media. His long-term goal is to help increase access to education and create opportunities for students who may otherwise be overlooked.


Luke’s path has required determination and resilience. Growing up in a family of seven supported primarily by a single income while his father served in the Coast Guard, he learned early the value of hard work and perseverance. To help support himself through college, Luke built and operates his own private tutoring business, employs additional tutors, and works with students ranging from elementary school through college-level mathematics.


Academically, Luke has excelled in a demanding course load at the University of Houston Honors College. His transcript reflects advanced coursework in quantum mechanics, differential equations, advanced laboratory physics, modern physics, calculus, chemistry, media production, and communications, while maintaining an impressive cumulative GPA of 3.724. He has consistently earned Dean’s List recognition throughout his college career.


Outside the classroom, Luke has become a leader among his peers. He serves as the Founding Member and Finance Director of the Cougar Camerata Orchestra, where he helped establish the organization as an official university nonprofit and increased its funding tenfold. He also serves as a Lead Facilitator for Calculus Workshops, teaching and mentoring students in Calculus I and II while creating curriculum and hosting office hours to support student success.


His dedication to community outreach is equally impressive. Luke organized a STEM summer camp for elementary-aged students, creating hands-on educational activities while coordinating staffing and outreach efforts. He also mentors incoming honors students through university retreat programs and currently works as a Resident Assistant, supporting fellow students both academically and socially.


Luke was recently inducted into The Phi Beta Kappa Society in recognition of his accomplishments in the liberal arts and sciences. His accomplishments reflect not only academic talent, but also a strong desire to use education as a tool to serve and uplift others.

A senior at Jamestown High School in Williamsburg, Virginia, Zoe has demonstrated a strong commitment to academics, service, leadership, and environmental stewardship. She plans to attend Flagler College to pursue a degree in Coastal Environmental Sciences, with the long-term goal of working in coral reef restoration and marine conservation.


The daughter of CWO4 Michael Francis Popelars, currently assigned to United States Coast Guard Training Center Yorktown, Zoe shared in her scholarship essay that she will be the first member of her family to earn a four-year college degree. That milestone has become a major source of motivation and determination for her future.

Zoe’s passion for the environment, especially the ocean and coastal ecosystems, has shaped both her educational goals and her desire to make a lasting impact. In her essay, she explained her commitment to protecting coral reefs because of their importance in supporting marine life, protecting coastlines, and sustaining millions of people worldwide. Her vision reflects a dedication not only to scientific discovery, but also to serving future generations through environmental preservation.

Academically, Zoe has balanced a rigorous high school curriculum while also participating in dual enrollment coursework through Virginia Peninsula Community College. Her coursework includes environmental science, biology, biomedical sciences, psychology, and advanced English studies, all supporting her future career aspirations. She has maintained a solid academic record while completing the requirements for an Advanced Studies Diploma.

Outside the classroom, Zoe has remained deeply involved in her school and community. She serves as Vice President of the Beautification Club, helped establish her school’s Spike Ball Club, and participates in organizations including Young Life, Spanish Club, Astronomy Club, and the school spirit organization known as Gang Green. Her active involvement demonstrates a willingness to lead, encourage others, and contribute positively to her community.

Zoe has also balanced academics and extracurricular activities with meaningful work experience. She currently works as a Preschool Teacher Assistant and has previous experience as a swim instructor, lifeguard, hostess, babysitter, and private swim lesson instructor. In addition, she holds certifications in Lifeguarding, CPR/AED, and First Aid.

Her acceptance to Flagler College recognizes both her academic accomplishments and her potential to make a meaningful difference in the field of environmental science.

A graduating senior from Manistee High School in Michigan, Macaela has distinguished herself through exceptional academic achievement, leadership, community service, and a deep commitment to improving the health and well-being of others. She plans to attend Pepperdine University this fall to pursue a degree in Nutritional Sciences with the goal of becoming a Registered Dietitian.


The daughter of retired CWO4 Jesse Woodrow Bruce, Macaela credits her Coast Guard family upbringing and her experiences living in a rural community with shaping her determination and sense of purpose. In her scholarship essay, she reflected on how studying AP Psychology sparked her fascination with the connection between nutrition, mental health, and overall wellness. Her research into America’s food system and the gut-brain connection inspired her desire to help communities gain better access to nutrition education and healthcare resources.


Academically, Macaela graduates as the Valedictorian of the Manistee High School Class of 2026, holding a remarkable 4.2333 cumulative GPA and ranking first in her class of 94 students. Her transcript reflects an impressive course load that includes Advanced Placement coursework in Psychology, Chemistry, U.S. History, and Computer Science, along with college-level coursework and consistent academic excellence throughout high school.


Beyond the classroom, Macaela has demonstrated outstanding leadership and dedication through athletics, student organizations, and volunteer service. She served as captain of both the varsity swim and varsity soccer teams, participated in Science Olympiad as a two-time regional first-place medalist in Forensics, and held leadership roles in Student Council and the National Honor Society. She also dedicated significant time mentoring younger students as an assistant middle school swim coach and helping lead projects that expanded access to food, clothing, and hygiene resources for students in need within her school community.


In addition to her academic and service commitments, Macaela balanced multiple jobs, including lifeguarding, working as a barista, and assisting with her family’s business operations. Her work ethic, discipline, and commitment to serving others embody the values of the Coast Guard community and the mission of the Keller Scholarship program.

A graduating senior at Juneau-Douglas High School: Yadaa.at Kalé, Sloan has distinguished herself through academic achievement, community involvement, and a deep commitment to environmental stewardship. Sloan maintains a 3.68 GPA and has participated in cross country, Future Women of STEM, and the Junior National Honor Society.  

The daughter of Master Chief Machinery Technician Michael Aaron Christensen, Sloan represents the values of service, perseverance, and leadership that the Colona Scholarship was established to recognize. Throughout her high school years, Sloan balanced academics with employment and volunteer service, including community clean-up efforts, assisting with fundraisers, supporting local classrooms, and helping direct marathon events. 

Sloan plans to attend Oregon Institute of Technology to pursue a degree in Environmental Science. She has already been offered admission for the Fall 2026 term and was awarded the Jesse Crabtree Presidential Scholarship in recognition of her academic accomplishments. 

In her scholarship essay titled “What Goes Around Comes Around,” Sloan reflected on growing up in a military family that frequently relocated and described how the ocean became her constant source of comfort and inspiration. Her passion for protecting the environment grew as she learned more about pollution and climate change, motivating her to participate in community cleanups and pursue environmental studies. 

Sloan wrote that she hopes to use her education to “assess and monitor environmental conditions and come up with sustainable solutions for global environmental issues,” while ensuring future generations can experience the beauty of nature the same way she has. 

The Association congratulates Sloan Christensen on this well-earned achievement and looks forward to seeing the positive impact she will make in the future through her studies, leadership, and dedication to protecting the environment.

As we gather with loved ones this Thanksgiving, I want to extend my sincere gratitude to each of you. Our Association is strong because of your dedication, your professionalism, and the quiet leadership you continue to bring to our Coast Guard community long after the watch has changed.

One area that has notoriously frustrated veteran advocates is the compensation and pension examination that goes along with disability claims. After submitting a claim, very frequently VA will need to gather more medical evidence to determine whether the veteran has a current condition and what the level of symptoms are. Many times, veterans have had to go back and forth several times because the exams are not properly performed, did not answer the questions VA posed to the examiner, and sometimes were entirely unnecessary. This has made veterans feel as if VA is purposefully putting them through a gauntlet of bureaucracy to discourage them from continuing their claim.

In a refreshing approach, VA testified it “has made procedural changes to clarify and emphasize that examinations are not required when there is sufficient evidence of record to decide the claim. VA regulations direct decision makers to render a decision without the need of further examination or development, if the medical evidence of record is sufficient. This includes accepting private DBQs [(disability benefits questionnaires)] when sufficient, which avoids scheduling unnecessary exams.”

VA described other system improvements it has made to make claims quicker and more accurate. One was modifying the system VA decision makers use to track and input claims decision – similar to a customer management system. VA made it easier for its employees to clearly see what additional evidence, if any, may be needed to decide the claim and quickly surmise the status, making decisions faster.

The federal workers union, AFGE, testified that additional process improvements could be made that would help federal workers in managing their workload. For example, AFGE testified that some workers have too few claims to work on and struggle to meet their performance goals as a result. AFGE recommended keeping claims within one regional office from start to finish instead of putting a claim back in a National Work Queue and letting it go through several regional offices before it finally gets decided.

CWOA members sharing their challenges, concerns and ideas for improvement is vital to establishing advocacy priorities for CWOA. The traditional structure for feeding those to the organization leadership has been through the chapter and committee structure. Ideally, chapters will get to know what the challenges, concerns and ideas are for chapter membership and inform the organization through its committees to ensure CWOA advocates for them.

Access to the currently serving population is crucial to accomplishing that. Policy changes in early 2025 have made that access more limited, and in some respects impossible, with organizations such as CWOA being prohibited from participating in certain activities aboard installations and restricting communication methods with the active duty force. CWOA will continue to work with chapters and with command leadership at installations where possible to improve communication and access so that your voices are heard in government. Virtual, as well as offsite meetings and only communicating with active duty members when off duty have provided some avenues, but chapters will continue to have to be creative in obtaining this information.


CWOA advocates on multiple levels and with various agencies. Namely, CWOA advocates to two branches of government: Congressional and Executive.  Occasionally CWOA will chime in on pending judicial cases when the cases impact military pay or benefits, but those instances are rare.
To Congress, CWOA advocates for adequate funding for matters that impact our members. For instance, annual pay raises, continued pay during government shutdowns, Basic Allowance for Housing, healthcare, incentive and special duty pay. Other matters that Congress dictates and that CWOA advocates for are transition assistance programs, improving PCS assistance, and continuing benefits like Commissary and child care. This includes educating Congressional staffers on the issues presenting Coast Guard members and their families, meeting and communicating with Members of Congress, writing letters of support and opposition to legislation that has been introduced, or that CWOA would like to see introduced.


To the Executive Branch, CWOA advocates to Coast Guard leadership, Department of Homeland Security, and Department of Defense. This includes matters such as billets, professional development, base access, health care access and similar career and personal matters. CWOA communicates with the Commandant of the Coast Guard’s office, DHS and DoD leaders as well as advisory groups to ensure that matters affecting Coast Guard members are addressed and considered in policy making.


Key issues CWOA is advocating for in the upcoming legislative year:


Continued and adequate funding to ensure there are no pay lapses for Coast Guard members, and that service members do not suffer setbacks in their career professional development as a result of the lack of funding. The government is currently funded under a Continuing Resolution through the remainder of the fiscal year, but the funding concerns have led to the government cutting back on travel. The travel that has been cut back on includes travel to conferences and professional development association events. Military organizations theorize that the government is cutting back on authorizing this type of travel as a way to save money that will have to be directed towards fulfilling the military pay raises authorized in the recent National Defense Authorization Act, given that the Continuing Resolution freezes funding levels at the 2024 levels. This requires Congress to pass the funding bills and for the President to approve them.


Basic Allowance for Housing (BAH) improvements is another area that CWOA, along with its Military Coalition partners, are pushing hard to resolve. Currently, BAH is paid to service members based on a calculation that is 95% of what rent and utilities in the area is calculated to be. There are two issues at hand with BAH. One, returning BAH to the 100% rate would provide financial relief to service members. This makes common sense that servicemembers should receive 100% of their housing cost. Second, members of the Coast Guard are in unique duty areas and the BAH calculations used by DoD leaves Coast Guard members stretching to find safe and adequate housing for their families that are long commutes from their stations. This requires advocacy both in Congress and within the DoD to correct.


Concurrent receipt of retired pay and VA disability compensation is an issue CWOA has been advocating for over the past two years. The current state of the law is that service members who retire with at least 20 years of service and who have a VA disability rating of 50% or higher, will receive both their military retirement and VA disability pay. If someone has either less than 20 years of service (e.g. medical retirement) or a disability rating of 10-40%, the amounts are offset and the service member cannot receive both. CWOA has, and will continue, advocating for retired service member to receive both in full.


CWOA will advocate for these priorities during the current Congressional term, as well as others brought to our attention by CWOA membership. Every member’s voice is important in this effort!
