During the first sessions of Congress in 1950 and 1951, proposals were introduced to base warrant officer promotions solely on “permanent” status and to limit advancement to those who had completed six years of service as a permanent warrant officer. In addition, promotion from W-2 to W-3 was proposed to require qualification by a board of officers.
